Bill Hearing Preperation #NOHPVmandateRI

The bills that have been introduced, from the work of the many RI citizens in support of this movement, will be heard in committees soon. WE NEED YOU TO ATTEND. You do not have to testify, though we encourage you to do so. Attendance has a huge impact on the bills, and a very important piece of getting them to pass in the state house.

What is the biggest negative about hearings for legislative bills? On average there is only 48 hrs notice to the bill being scheduled to be heard, and can be scheduled for 3pm in the afternoon. Though they are usually scheduled for the rise of the house or the rise of the senate.

This Saturday ACLU is holding a training on advocating for/against bills in the statehouse, the training will be held at Providence Library. Tips, tricks, and a great resource of information. We and they suggest going to the statehouse to sit in on a hearing of a bill that holds a little less importance for you. See how the process runs and be familiar with expectations. It is a great learning experience and also a great process to have teens witness and learn from too. See our Facebook page events list for the ACLU details. If you attend the training bring group flyers with you to share as those in attendance are there to be advocates. They will be open to learning of why others are also there.

Aimee Gardiner attended the training last Saturday the 20th and has notes and information to be able to share with you. Aimee will be hosting meetings around the state. She will share the information the ACLU shared with her. Prepare your testimony to speak at the state house or simply learn what to expect by attending even when not speaking. She will answer any questions about the group and what she has personally done recently with regards to the movement. We strongly encourage you to attend one of the meetings. It is very exciting that four bills have been introduced in the statehouse to support the goals of #NOHPVmandateRI.

None of these bills propose to remove the decision making power of vaccine mandates from the RI Dept of Health. They make regulation that the RI Dept of Health hold public meetings prior to any mandates of vaccines for school inclusion. Last summer the RI Dept of Health had 5 public meetings and the citizens of RI came out in force to oppose the HPV vaccine mandate; the Dept of Health was not phased by this public outcry and had no intention of reversing the mandate. Though having public hearings is much better then not knowing at all, it does not have the ability to stop of the decisions of the RI Dept of Health and what they may choose to do. With the voting in legislative process of the state house there will be a vote and you and all RI citizens contacting their reps to make the choice of their districts. Though the results could still not be in our favor; RI Dept of Health stated publicly that they mandate all CDC recommended vaccines within 3-5yrs of being added to the CDC recommended schedule. RI Dept of Health has no intention of choosing based on respecting parental rights or informed consent.

We owe a great deal of appreciation to all the legislators that co-signed and helped to bring these bills to be introduced. These representatives and senators are listening to us and what they feel is in the best interest of the citizens in RI. This isn’t over yet, we have a lot of work to do. One step to making a very large impact is meeting your legislators in person. Schedule a meeting with them and discuss in person. You can print and use the RI HPV Info pack to guide you, bring a friend in your district and the two of you meet at one time. Aimee Gardiner (Director of Rhode Islanders against mandated HPV vaccinations) is willing to go to meetings with you if that makes you feel more comfortable. In your meeting bring up how you support these bills and having public meetings, but do not want the RI Dept of Health to be able to mandate vaccines without any form of oversight.

One of the strongest messages to assist the message on social media is the War Chest fundraising campaign. We are asking $15 donation and tell three friends, and each tells three friends and so on. What is a hashtag? What does it accomplish? Hashtags create hyperlinks that can be clicked and bring a conversation together. They work on most all social media sites. Hashtags represent a topic of discussion vs a specific group of people. The #NOHPVmandateRI hashtag has been used widely for approx 7months. Keeping the hashtag used while posting relating to the topic keeps the topic and support growing stronger.

Great News  from #NOHPVmandateRI —

RI Senate has presented a bill S2292 that removes the HPV vaccine mandate. 

Introduced By: Senators Raptakis, Kettle, Lombardi, Morgan, and Jabour
This bill also states that future vaccines need to be transmissible in a school environment to be mandated. Please take the moment to read this bill and contact your Senate member TODAY to support this bill. (also bill S2295 Introduced by Morgan & Kettle)

This is a great success for you and all RI citizens. However, the bill has to pass to be a victory. Three bills have been introduced this session in response to all the hard work of speaking up and speaking loud. Give yourself a pat on the back, then dig your heels in, the fight just became essential. Together we were able to get legislation written and introduced, now we have to share the information EVERYWHERE and encourage EVERYONE to participate in contacting their representatives and senators to support the bills.

Testimony and speaking up at the hearings in the state house is an important part of getting the attention of those who will do the voting to pass or oppose the bills. You may only wish to say a couple sentences or you may have an unfortunate injury from this vaccine, with a full story to tell. The personal words at the hearings make a very large impact. Bills Introduced in State House

Two bills have been presented at the statehouse. They are a great start but let’s push for the full victory. These two bills are a step in the right direction and a HUGE shout out goes out to Justin Price for putting forward legislation in support of our efforts. Special thanks to all the co signors of the bill also. We still want to push harder and get the mandate reversed. H7475 makes an edit that any vaccine for a disease that is transmitted by sexual contact can be opted out by simply writing a letter vs having to have a religious exemption. This does NOT reverse the mandate, and still has it on the mandated schedule which will create many parents to still not be properly informed they have options and do not have to get this vaccine. H7476 requires the Dept of Health to hold public meetings prior to any mandates being finalized; though this is good that we would be more fully aware for future vaccine mandates, there is still not a voting process and the Dept of Health will still be able to make the final decision as they want to. We have made great strides but NOW the effort from each of you to email/call/&meet with your legislators is EXTREMELY important. We have created a RI HPV info pack for you to use, and can also be sent to your legislators. Not all legislators will read all the information, so be sure to highlight what is most important to you, then can also link the pack.

A couple points highlighted in the RI HPV info pack;
~ RI Dept of Health has stated that by mandating a vaccine it gives more people access to the vaccine through the free vaccine program. This is NOT true. The HPV vaccine is on the program that is federally defined, it does not have to be mandated for anyone to have access to it for free if they want it and can not afford it.
~ Federal HPV Grant budget for RI is $638,879 for Aug 2014 to Oct 2016


Over the months there have been multiple school districts who voted to send a resolution to the Governor to reverse the HPV vaccine mandate. The petition has over 2400 signatures and continues to grow. You can find the petition here to sign and share with others.

The fundraising campaign is going strong and we thank you for your recent donations. If you have not donated please consider doing so, every $15 adds up to a war chest full and ready to fight this all the way in the for the win. The war chest is used to hold the legislators that do not support reversing the mandate accountable. We are asking each of you to tell three friends. To donate yourself (or even if you can not) then to tell three friends and encourage them to give if they can. Each of them ask three friends and so on. In this way we can make a fundraising campaign a small task for each person, that yields large results. New Concerns about the HPV vaccine and Mandate

Rhode Islanders against mandated HPV vaccinations (#NOHPVmandateRI) calls upon the RI Dept. of Health and Governor Raimondo to stop the HPV vaccine mandate in RI immediately.

Providence, RI — A revelation made public in a press release by the American College of Pediatrics (the College) recently raises new questions on Rhode Island’s mandate for HPV vaccinations. The College has updated its position statement on the Human Papillomavirus (HPV) vaccines with the latest research regarding the virus and its effects, as well as the effectiveness and safety of those vaccines. This revised statement has information, not available from any other single source that is pertinent to healthcare providers and patients considering the use of HPV vaccines. Based on this new information, #NOHPVmandateRI once again calls on the RI Dept. of Health and Governor Raimondo to stop the HPV vaccine mandate in RI immediately.

The College raises legitimate concerns that should be addressed: (1) long-term ovarian function was not assessed in either the original rat safety studies or in the human vaccine trials, (2) most primary care physicians are probably unaware of a possible association between HPV4 and POF and may not consider reporting POF cases or prolonged amenorrhea (missing menstrual periods) to the Vaccine Adverse Event Reporting System (VAERS), (3) potential mechanisms of action have been postulated based on autoimmune associations with the aluminum adjuvant used and previously documented ovarian toxicity in rats from another component, polysorbate 80,and (4) since licensure of Gardasil®in 2006, there have been about 213 VAERS reports (per the publicly available CDC WONDER VAERS database) involving amenorrhea, POF or premature menopause, 88% of which have been associated with Gardasil®.

Though #NOHPVmandateRI takes no stance on if the vaccine is safe or not, this raises cause for concern,” said Aimee Gardiner, Director of #NOHPVmandateRI, “Results from further testing could take years to develop and, in the meantime, doctors, patients, and guardians should be aware of the matter before making any decisions.”

Rhode Island now has a vaccine mandated for preteens that could have a negative effect on having children and family life later in adult hood. The RI Dept, of Health has stood by the repetitive statement that this vaccine is safe and that no side effects have been proven to come from the HPV vaccine. Pre-licensure safety trials for Gardasil® used placebo that contained polysorbate 80 as well as aluminum adjuvant, not a saline or waterbased placebo.

A Warwick RI school system sent home a flyer about the HPV vaccine to all 6th graders this week, a medical decision that is for a parent or guardian to decide, yet that sheet negates informed consent. Informed Consent consists of telling patients benefits and risks associated with that medical decision. No risks were mentioned or referenced on the flyer. #NOHPVmandateRI finds it imperative that the RI Dept. of Health pull the mandate of the HPV vaccine for school requirement.

#NOHPVmandateRI strongly recommends that any parent uncomfortable with this vaccine for their children should claim a ‘religious exemption’, which can be executed via a simple form that can be downloaded from the website.
